1. The Peer Review Results

The Self Review Evaluation Report has been well prepared to disclose the School’s concerns on various standard. Although some explanations in the self-check have not addressed the requirement of the standard, majority of the explanations in the self-check have satisfactorily satisfied the requirement of the standard.
It is found that the School has well established its postgraduate programs which is running systematically by good governance and committed faculty members. The program received good responses from the stakeholders and feedback from interested parties through partnership networking which is due to the good name of the university. Besides the concerns on financial stability, which is common issues among public universities worldwide, the School is able to maintain numbers of intakes and development of attractive curriculum. While educational activities are main business for a postgraduate school, research activities should not suffer due to lack of resources. The report has successfully projected the current situation and proposed future development to be executed immediately.

With these reviews combined, we conclude our evaluation as follows.
“The Program’s educational and research activities satisfy more than half accreditation standards. However, there is room for KAIZEN in quality maintenance and prospects for the improvement of education and research.”

2. The Period of Quality Assurance

Accreditation commences from April 1, 2016 to March 31, 2021 for a five-year period.

3. Good Practices in Management Education

Uniqueness:

MM-FEB Unila is a unique study program compared to other forms of institutions. According to two concentrations owned by MM, namely Regional Finance and Public Management, the uniqueness of MM-FEB Unila program can be seen in the MM vision that focuses in developing the economic structure of SME’s (Small Medium Enterprises). Therefore, the graduate student must have a spirit of this uniqueness that is described in four key aspects: (a) character value, (b) strategic leadership, (c) global entrepreneurship, and (d) public accountability. These four aspects are represented in the curriculum design. For MM-FEB Unila, those four aspects represent the requirement to run good educational process in order to achieve MM-FEB Unila vision and mission.
The character value aspect is one of important factor that should be owned by every great leader and entrepreneur. Nowadays, business environment becomes more rough and competitive, where the corporate actively finds a strategic way to winning the competition. It is also sometimes used in unhealthy ways in which business norms are not enforced. MM-FEB Unila concerns to solve that problem through creating a great leader and entrepreneur who has excellent character values that represents full of respect, responsible, religious, empathy, and integrity.
Further, as it is known that business environment faces dynamic changes of its activities. It is needed strategic leaders and entrepreneurs who have ability in problems solving through strategic business decisions. MM-FEB Unila has designed the curriculum with problem solving materials in every subject. It is intended to student’s comprehensive understanding of business problems and solutions.
Furthermore, MM-FEB Unila is eagerness to create global entrepreneurs who have international business knowledge. In globalization era, a global entrepreneur is needed to capture the business opportunities and win the competitions at the international level. MM-FEB Unila’s curriculum was designed through several subjects and of entrepreneurship. One prime of its subject is international field study that is designed for students in order to have international business and management knowledge by visiting an overseas corporate.
The last uniqueness of MM educational program is creating leaders who have running good corporate governance. Regional finance and public management (MPKD) concentration offered by MM-FEB Unila Study Program will serve province and state civil servants to organize transparence and accountability administration to empower good governance system. There are several subjects and materials which are delivered by public administration expertise to achieve comprehensive understanding of public administration.

PRT Comments:

The uniqueness of MM-FEB Unila program is in developing the economic structure of SME’s (Small Medium Enterprises). This program develop curriculum that could generate graduate student that must have a spirit of this uniqueness that is described in four key aspects:

  • character value : respect, responsible, religious, empathy, and integrity
  • strategic leadership,
  • global entrepreneurship
  • public accountability.

The characteristics of very localized and state university, direct the strategy of the School in developing the economics structure of Small Medium Enterprise, through create the graduate students that have spirit of uniqueness in four aspects : Character Value, Strategic Leadership, Global Entreprenuership, and public accountability. This is reflected in almost 75% of students are entreprenuers.
To measure the achievement of the uniqueness spirit, the school create goals indicator and learning outcomes. For example, alumni record zero tolerance of law violation and business ethics, and user satisfaction in term of integrity, responsibility, leadership, team work, english communication ability, creativitiy and innovativeness. The effectiveness of the spirit was measured through skill profile study.
The School had tried to develop global entrepreneurship “spirit” by implementing global field study, but still questionable about the effectiveness. It was designed to engage students in company research covering overseas multinational companies as a benchmarking resources that will be implemented to develop Indonesian small, medium entreprise. The school has also improved the new action plan by establishing international class to achieve global entrepreneurship “spirit” align with the MM FEB vision and missions.

Good Practices:

This is reflected in the fact that almost 75% of students are entrepreneurs. But how this uniqueness will be achieved has not been reflected well in the curriculum. It could be because some of uniqueness is only stated in terms of “spirit” and there is no measurement in the SER to measure the achievement of this sprit, consequently the possible learning outcomes are not discussed.
However, the School had tried to develop global entrepreneurship “spirit” by implementing the international field study. It was designed to engage students in company research and consider overseas multinational companies as benchmarks for developing Indonesian SMEs. The School has also improved the new action plan by establishing international class to achieve global entrepreneurship “spirit” aligned with the MM FEB vision and missions.

4. Matters to be noted

  • The four kind fundamental strategies (page 17) should be aligned with strategy development formulated in table II.1.1 (SWOT-strategy). It is urgently needed to develop a matrix that shows the alignment of fundamental strategies with strategy development and critical success factors.
  • The School needs to clearly define what are the global and international standards that they want to meet. There is no connection between learning goals and globalization. The School needs to develop global platform so that all students are able to adopt to global standards.
  • The School wants to enhance its cross-cultural communication ability through some activities, but needs to define clearly how these activities are related to humanizing.
  • The School emphasizes five issues to be improved in realizing the mission statement. However these five issues only explain how to realize the mission.
  • There is no analysis concerning the mission statement in SER. The School needs to specify the mechanism to identify issues for improvement and to incorporate stakeholders’ opinions in reviewing its mission statement.
  • It is advisable that the improvement initiatives should be linked to weaknesses found during SWOT analysis. Furthermore, the matrix of Critical Success Factors and Mission Aspect Table IV.2.1. need to be aligned.

The action plan is very clearly laid down, but there is still a need for deeper analysis to relate it to the learning goal and curriculum for each concentration.
Overall, the review and action plan was objectively conducted and developed. In the long run, perhaps the School may look into the possibility of offering its unique value to the stakeholders. Offering a new value that is not offered by competitors or other business schools in Indonesia may help the School to have better engagement with the markets.

From Site Visit :

  • The four kind fundamental strategies (page 17) should be align with strategy development formulation in table II.1.1 (SWOT-strategy) thus urgently needed to develop matrix that showing alignment of fundamental strategies with strategy development formulation and critical success factors.
  • The school needs to define clearly what is the global and international standard that they want to achieve. No connection between learning goals and globalizations. The Schools need to develop global platform so that all students are able to adopt to global standards.
  • The school wants to enhance their cross-cultural communications ability through some activities, but need to define clearly how those activities related to humanizing.
  • The School emphasizes on five issues to be improved in realizing the mission statement. However these five issues only explain how to realized the mission.

  • The school motivate young faculty member to enhance their degree by hold doctoral degree before 40, but there is unsufficient explanation the reason to do this plan, rather that regenerating problem, because from the data that list in table III.4.9, all faculty member had doctoral degree already. All faculty members in the report have doctorate degree, but there are still non doctorate faculty member.
  • It is advisable that the improvement initiatives should be linked to weakness found during SWOT analysis. Furthermore, the matrix of Critical Success Factors and Mission Aspect Table IV.2.1.
  • The action plan is very clearly laid down, but still need deeper analysis, relate it to learning goal and curriculum for each concentration.
